Narrative:

Air carrier X cleared by stl ground on 121.65 to make a left turn on alpha and follow air carrier. As I commenced a right turn from the ramp into the throat at golf, a widebody transport emerged from our right quarter and turned into 'X' right in front of us. The first officer said you better stop for this widebody transport, at which point I applied the brakes smartly. The widebody transport proceeded across our nose and into the gate. I voiced my objection to ground control and the reply was something to the effect that 'the widebody transport was not under our control.' I am uncertain of the exact phraseology. In my opinion, the incident occurred because we were on 121.65 outbound. Inbound traffic was probably on 121.9 under a different controller. The 2 aircraft couldn't communication with each other and coordination between controllers was probably less than optimum.

Title: ACR X NEAR GND COLLISION WITH ACR Y. SEE AND AVOID CONCEPT.

Narrative: ACR X CLRED BY STL GND ON 121.65 TO MAKE A L TURN ON ALPHA AND FOLLOW ACR. AS I COMMENCED A R TURN FROM THE RAMP INTO THE THROAT AT GOLF, A WDB EMERGED FROM OUR R QUARTER AND TURNED INTO 'X' RIGHT IN FRONT OF US. THE FO SAID YOU BETTER STOP FOR THIS WDB, AT WHICH POINT I APPLIED THE BRAKES SMARTLY. THE WDB PROCEEDED ACROSS OUR NOSE AND INTO THE GATE. I VOICED MY OBJECTION TO GND CTL AND THE REPLY WAS SOMETHING TO THE EFFECT THAT 'THE WDB WAS NOT UNDER OUR CTL.' I AM UNCERTAIN OF THE EXACT PHRASEOLOGY. IN MY OPINION, THE INCIDENT OCCURRED BECAUSE WE WERE ON 121.65 OUTBOUND. INBOUND TFC WAS PROBABLY ON 121.9 UNDER A DIFFERENT CTLR. THE 2 ACFT COULDN'T COM WITH EACH OTHER AND COORD BTWN CTLRS WAS PROBABLY LESS THAN OPTIMUM.
