Narrative:
Arrival ground cleared air carrier X to taxi around the left side of a stationary B727 and exit the alleyway between 4E and 3E at spot 44. As we began to move around the B727 we saw a Y airlines F100 taxiing around the corner of the Y terminal at a high rate of speed. We were unsure of the F100's intentions so we stopped. The F100 continued its taxiing directly toward us. As it neared I was about to call ground to see if they were controling him because he was headed at us and it did not look like he saw us (he was coming at an angle head on from our left). He finally came to a stop blocking our path around the B727. We notified ATC we would have to follow the B727 out. The pilot apparently saw the situation differently as he raised hell with our chief pilot and my captain was called to his office to explain the event. I don't wish to lay blame but I believe the event occurred because we were on arrival ground frequency and I believe the F100 must have been on their ramp frequency. It isn't clearly idented where ramp control ends and arrival ground beings in the alleyway between 4E and 3E for 2 company ramps at dfw. I believe that the event would have been avoided entirely if both aircraft had been speaking to the same controling authority/authorized, we were on the same stretch of concrete after all.

Title: ACR X HAD NEAR GND COLLISION WITH ACR Y, NON ADHERENCE TO FAR.
Narrative: ARR GND CLRED ACR X TO TAXI AROUND THE L SIDE OF A STATIONARY B727 AND EXIT THE ALLEYWAY BTWN 4E AND 3E AT SPOT 44. AS WE BEGAN TO MOVE AROUND THE B727 WE SAW A Y AIRLINES F100 TAXIING AROUND THE CORNER OF THE Y TERMINAL AT A HIGH RATE OF SPD. WE WERE UNSURE OF THE F100'S INTENTIONS SO WE STOPPED. THE F100 CONTINUED ITS TAXIING DIRECTLY TOWARD US. AS IT NEARED I WAS ABOUT TO CALL GND TO SEE IF THEY WERE CTLING HIM BECAUSE HE WAS HEADED AT US AND IT DID NOT LOOK LIKE HE SAW US (HE WAS COMING AT AN ANGLE HEAD ON FROM OUR L). HE FINALLY CAME TO A STOP BLOCKING OUR PATH AROUND THE B727. WE NOTIFIED ATC WE WOULD HAVE TO FOLLOW THE B727 OUT. I DON'T WISH TO LAY BLAME BUT I BELIEVE THE EVENT OCCURRED BECAUSE WE WERE ON ARR GND FREQ AND I BELIEVE THE F100 MUST HAVE BEEN ON THEIR RAMP FREQ. IT ISN'T CLRLY IDENTED WHERE RAMP CTL ENDS AND ARR GND BEINGS IN THE ALLEYWAY BTWN 4E AND 3E FOR 2 COMPANY RAMPS AT DFW. I BELIEVE THAT THE EVENT WOULD HAVE BEEN AVOIDED ENTIRELY IF BOTH ACFT HAD BEEN SPEAKING TO THE SAME CTLING AUTH, WE WERE ON THE SAME STRETCH OF CONCRETE AFTER ALL.
