Narrative:
The sector was very complex with military airspace active and VFR pop-up calls. Cpr X was landing in 70-80 mi and requested lower. Controller was distracted by a VFR pop-up and confused the altitude of air carrier Y and cpr X issuing cpr X FL180. Within seconds separation was lost.

Title: SMT X DSCNT THROUGH OCCUPIED ALT HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: THE SECTOR WAS VERY COMPLEX WITH MIL AIRSPACE ACTIVE AND VFR POP-UP CALLS. CPR X WAS LNDG IN 70-80 MI AND REQUESTED LOWER. CTLR WAS DISTRACTED BY A VFR POP-UP AND CONFUSED THE ALT OF ACR Y AND CPR X ISSUING CPR X FL180. WITHIN SECONDS SEPARATION WAS LOST.
