Narrative:
Air carrier X at cruise at FL330 received TCASII RA for traffic at 11 O'clock. Initiated TCASII RA directed straight ahead climb to FL340 plus. ZFW then directed right turn to 180 degrees heading from present 073 degree course. We declined turn due to TCASII RA climb priority. Other aircraft Y appeared to initiate descent, passing 2000 ft below us. Center never mentioned conflicting traffic until after evasive actions were initiated. No other transmissions were received from center or acknowledged by us.

Title: ACR X NON COMPLIANCE WITH ATC CLRNC CLB FROM ASSIGNED ALT REFUSED RADAR VECTOR DUE TO TCASII RA WITH ACFT Y POSSIBLE CLB THROUGH OCCUPIED ALT ACR X. POSSIBLE LTSS. POSSIBLE SYS ERROR. EVASIVE ACTION TAKEN CLB.
Narrative: ACR X AT CRUISE AT FL330 RECEIVED TCASII RA FOR TFC AT 11 O'CLOCK. INITIATED TCASII RA DIRECTED STRAIGHT AHEAD CLB TO FL340 PLUS. ZFW THEN DIRECTED R TURN TO 180 DEGS HDG FROM PRESENT 073 DEG COURSE. WE DECLINED TURN DUE TO TCASII RA CLB PRIORITY. OTHER ACFT Y APPEARED TO INITIATE DSCNT, PASSING 2000 FT BELOW US. CTR NEVER MENTIONED CONFLICTING TFC UNTIL AFTER EVASIVE ACTIONS WERE INITIATED. NO OTHER TRANSMISSIONS WERE RECEIVED FROM CTR OR ACKNOWLEDGED BY US.
