Narrative:
Analyst summary of report: runway 30R/12L was notamed closed and put on the ATIS during midnight hours for maintenance work. The tower was closed. Bay approach control issued landing clearance to an small aircraft who landed on the closed runway. There was no impact to men or equipment. Approach control said that they did not have the NOTAM at the facility. Reporter suggests that controllers be properly briefed before taking position.

Title: APCH CTL ALLEGEDLY CLRED AN SMA TO LAND ON A CLOSED RWY AFTER TWR WAS SHUT DOWN. NO IMPACT TO MEN, EQUIP, OR ACFT.
Narrative: ANALYST SUMMARY OF RPT: RWY 30R/12L WAS NOTAMED CLOSED AND PUT ON THE ATIS DURING MIDNIGHT HRS FOR MAINT WORK. THE TWR WAS CLOSED. BAY APCH CTL ISSUED LNDG CLRNC TO AN SMA WHO LANDED ON THE CLOSED RWY. THERE WAS NO IMPACT TO MEN OR EQUIP. APCH CTL SAID THAT THEY DID NOT HAVE THE NOTAM AT THE FACILITY. RPTR SUGGESTS THAT CTLRS BE PROPERLY BRIEFED BEFORE TAKING POS.
