Narrative:
We departed runway 18R at memphis. The landing gear would not completely cycle up or down. We applied appropriate checklists (abnormal emergency), conferred with our maintenance via the radio, conferred with ATC, and notified crash fire rescue. We were a part 135 reposition flight en route with no passenger. We made a precautionary emergency landing on runway 27 into memphis and taxied to our maintenance hangar. The problem as told to us by maintenance was our landing gear actuator.
