Narrative:
Balloon was inflated to dry out after a morning flight with heavy dew. At time of deflation, a strong gust of wind was encountered. The inflation harness failed, letting the partially deflated balloon drag approximately 200 ft and contact a property sign. There were several torn panels in the fabric. No damage was sustained to the basket. After inspection of the inflation harness, a defective release mechanism was found. This mechanism has been replaced.

Title: THE INFLATION SAFETY HARNESS FAILED ON A HOT AIR BALLOON WHEN THE RPTING PLT WAS INFLATING HIS BALLOON TO DRY IT OUT.
Narrative: BALLOON WAS INFLATED TO DRY OUT AFTER A MORNING FLT WITH HVY DEW. AT TIME OF DEFLATION, A STRONG GUST OF WIND WAS ENCOUNTERED. THE INFLATION HARNESS FAILED, LETTING THE PARTIALLY DEFLATED BALLOON DRAG APPROX 200 FT AND CONTACT A PROPERTY SIGN. THERE WERE SEVERAL TORN PANELS IN THE FABRIC. NO DAMAGE WAS SUSTAINED TO THE BASKET. AFTER INSPECTION OF THE INFLATION HARNESS, A DEFECTIVE RELEASE MECHANISM WAS FOUND. THIS MECHANISM HAS BEEN REPLACED.
