Narrative:
Using WX radar (on 300 NM scale) I had detected the line of circuit breaker's south of champ across A-300. At 175 NM south of champ, I had requested clearance to FL350 and left and right (of A-300) deviations south of champ to penetrate circuit breaker line. At 100 NM south of champ, I received clearance to deviate east of A-300 not more than 40 NM and was denied clearance to climb to FL350. On A-300 approximately 80 NM south of champ, I advised ny oceanic (on HF) that I was 'exercising the use of my emergency authority' to enter a holding pattern (between 80-100 NM south of champ to the west side of A-300, left turns) while acquiring ATC clearance to deviate on a 270 degree heading for 100 NM in order to penetrate a solid line of circuit breaker's lying e-w across A-300 for approximately 100 NM on both sides of A-300 just south of champ, with tops in excess of FL350. We were at FL310. While entering the holding pattern, ny oceanic put me in direct contact with ny ATC who cleared me to descend to FL290 and fly on a 270 degrees heading until able to penetrate the line northbound thence to proceed direct to lynus, then direct to bergh on A-300. Recommendation: quicker response by oceanic control to pilot's deviation requests due to WX. This could be facilitated by (perhaps) direct pilot to at C controller VHF communication via satellites (via relay on HF via oceanic radio operator).

Narrative: USING WX RADAR (ON 300 NM SCALE) I HAD DETECTED THE LINE OF CB'S S OF CHAMP ACROSS A-300. AT 175 NM S OF CHAMP, I HAD REQUESTED CLRNC TO FL350 AND L AND R (OF A-300) DEVS S OF CHAMP TO PENETRATE CB LINE.
