Narrative:
Aircraft cleared for approach ILS 22L ewr at 3000 heading 190 degrees to intercept. Told to maintain 3000 until intercept. GS alive, no ILS course indications. I descended to 2500. No GS. Turned 10 degrees left to 180 degree heading to intercept. Soon as I leveled wings, ILS comes alive and goes through centerline. ILS out to the right. I make immediate turn to intercept and tower calls me 1/2 mi east of course. I am descending on GS and on a 240 degree heading. I overshoot the centerline again due to rapid ILS bar movement. Tower asks if I have the field in sight, which we did at 1800 ft MSL. Tower clears me to land on 22R.

Title: CAPT OF ACR LGT ACFT DSNDED BELOW AND TURNED AWAY FROM ASSIGNED HDG DURING VECTORS TO AN ILS.
Narrative: ACFT CLRED FOR APCH ILS 22L EWR AT 3000 HDG 190 DEGS TO INTERCEPT. TOLD TO MAINTAIN 3000 UNTIL INTERCEPT. GS ALIVE, NO ILS COURSE INDICATIONS. I DSNDED TO 2500. NO GS. TURNED 10 DEGS L TO 180 DEG HDG TO INTERCEPT. SOON AS I LEVELED WINGS, ILS COMES ALIVE AND GOES THROUGH CTRLINE. ILS OUT TO THE R. I MAKE IMMEDIATE TURN TO INTERCEPT AND TWR CALLS ME 1/2 MI E OF COURSE. I AM DSNDING ON GS AND ON A 240 DEG HDG. I OVERSHOOT THE CTRLINE AGAIN DUE TO RAPID ILS BAR MOVEMENT. TWR ASKS IF I HAVE THE FIELD IN SIGHT, WHICH WE DID AT 1800 FT MSL. TWR CLRS ME TO LAND ON 22R.
