Narrative:
Approximately 2 NM northeast of bdr VOR, at 9000 ft, received a TCASII RA to descend 1500 FPM. The conflict was resolved -- 8500 ft MSL at which time flight climbed to 9000 ft. ATC was notified both before and after the RA and informed of the crew's intentions. Contributing factors: non participating VFR commuter, part 135, descending across an airway at a cardinal altitude.
