Narrative:
Our flight cleared to FL230, working ZNY. Center called mutual traffic, to us and a VFR target at 13500 ft. We were on a heading assigned by center and at approximately 12000 ft when he called traffic. TCASII picked him up at 10-11 O'clock. VFR traffic told center he had us in sight. We still didn't see him. TCASII gave a monitor vertical speed command, indicating not to descend and keep climb rate we had. Still looking outside for traffic. TCASII gave climb command -- I believe in excess of 2500 FPM. As we were increasing climb, TCASII reversed to 'descend' command. We descended to approximately 12000 ft from 13000 ft, notified center and then continued our climb. ATC said it didn't appear closer than 1 NM separation and 500 ft vertically. It appears TCASII did what it was planned to do. It avoided a possible conflict. After we notified that we were responding to an RA, he again confirmed with the VFR target that they had us visually. The target again answered, 'yes.'

Title: ALTDEV ALT UNDERSHOT IN CLB BY ACR MLG AFTER TCASII RA WITH OPPOSITE DIRECTION TFC.
Narrative: OUR FLT CLRED TO FL230, WORKING ZNY. CTR CALLED MUTUAL TFC, TO US AND A VFR TARGET AT 13500 FT. WE WERE ON A HDG ASSIGNED BY CTR AND AT APPROX 12000 FT WHEN HE CALLED TFC. TCASII PICKED HIM UP AT 10-11 O'CLOCK. VFR TFC TOLD CTR HE HAD US IN SIGHT. WE STILL DIDN'T SEE HIM. TCASII GAVE A MONITOR VERT SPD COMMAND, INDICATING NOT TO DSND AND KEEP CLB RATE WE HAD. STILL LOOKING OUTSIDE FOR TFC. TCASII GAVE CLB COMMAND -- I BELIEVE IN EXCESS OF 2500 FPM. AS WE WERE INCREASING CLB, TCASII REVERSED TO 'DSND' COMMAND. WE DSNDED TO APPROX 12000 FT FROM 13000 FT, NOTIFIED CTR AND THEN CONTINUED OUR CLB. ATC SAID IT DIDN'T APPEAR CLOSER THAN 1 NM SEPARATION AND 500 FT VERTICALLY. IT APPEARS TCASII DID WHAT IT WAS PLANNED TO DO. IT AVOIDED A POSSIBLE CONFLICT. AFTER WE NOTIFIED THAT WE WERE RESPONDING TO AN RA, HE AGAIN CONFIRMED WITH THE VFR TARGET THAT THEY HAD US VISUALLY. THE TARGET AGAIN ANSWERED, 'YES.'
