Narrative:

We were at cruise, FL290, when we received first a TCASII warning, then a conflict RA. Other aircraft was another air carrier aircraft medium large transport or large transport and was visible in what may have been a climbing turn passing rapidly from our 2 O'clock to 9 O'clock position. We followed the TCASII RA to climb and climbed about 200 ft before it ceased. We made a call to center that we had a TCASII RA and were 'leaving 290.' after the advisory was over, we all, both planes and center, talked it over. Other air carrier and center both said aircraft Y level at FL280, and for that matter, center did not see us leave FL290, though it was only about 200 ft. Even though we were clear of clouds at that time, it was difficult to determine whether the other plane was in level flight. Combined with the optical effects, I chose not to ignore the TCASII. This seems to be mostly a spurious TCASII advisory, combined with atmospheric conditions which precluded ignoring the alert, even though both aircraft were mutually visible.

Title: ALTDEV ALT EXCURSION BY ACR MLG IN EVASIVE ACTION CLB. FLC RESPONSE TO TCASII RA IN ACCORD WITH AIRLINE MGMNT POLICY OPERATIONAL PROC.

Narrative: WE WERE AT CRUISE, FL290, WHEN WE RECEIVED FIRST A TCASII WARNING, THEN A CONFLICT RA. OTHER ACFT WAS ANOTHER ACR ACFT MLG OR LGT AND WAS VISIBLE IN WHAT MAY HAVE BEEN A CLBING TURN PASSING RAPIDLY FROM OUR 2 O'CLOCK TO 9 O'CLOCK POS. WE FOLLOWED THE TCASII RA TO CLB AND CLBED ABOUT 200 FT BEFORE IT CEASED. WE MADE A CALL TO CTR THAT WE HAD A TCASII RA AND WERE 'LEAVING 290.' AFTER THE ADVISORY WAS OVER, WE ALL, BOTH PLANES AND CTR, TALKED IT OVER. OTHER ACR AND CTR BOTH SAID ACFT Y LEVEL AT FL280, AND FOR THAT MATTER, CTR DID NOT SEE US LEAVE FL290, THOUGH IT WAS ONLY ABOUT 200 FT. EVEN THOUGH WE WERE CLR OF CLOUDS AT THAT TIME, IT WAS DIFFICULT TO DETERMINE WHETHER THE OTHER PLANE WAS IN LEVEL FLT. COMBINED WITH THE OPTICAL EFFECTS, I CHOSE NOT TO IGNORE THE TCASII. THIS SEEMS TO BE MOSTLY A SPURIOUS TCASII ADVISORY, COMBINED WITH ATMOSPHERIC CONDITIONS WHICH PRECLUDED IGNORING THE ALERT, EVEN THOUGH BOTH ACFT WERE MUTUALLY VISIBLE.
