Narrative:

The aircraft was on autoplt, level at FL240 and I was at the controls. We got a TA warning on our TCASII. The conflict aircraft was at 1 O'clock, 6 mi, 900 ft below us, and in level flight. About 10 seconds later we got an RA warning. The TCASII commanded a 2000 FPM or better climb. I disengaged the autoplt, started the climb, and asked the first officer to advise ATC. ATC seemed unconcerned. Climbing through FL245 the TCASII warning changed back to a TA. When we leveled at FL250 the TCASII indicated that the conflict aircraft was clear behind us and 1500 ft below us. The first officer then told ATC that we were level at FL250 and starting our descent back to FL240. The ATC controller said 'roger,' then stated that the conflict aircraft was a pair of fgts at FL230 and clear behind us. We continued on our flight to dab.
