Narrative:
Air carrier X takeoff from clg runway 18R, we were cleared to 8000 ft and runway heading. Between 1500 and 1700 MSL I noticed an small aircraft crossing our flight path left to right, about 2500 ft MSL. I reduced our climb rate to stay at 2000 ft and stay below the small aircraft until we were past his flight path. I had the first officer notify the controller of the other aircraft and they seemed to be unaware of it. Then they gave us a number to call on the ground. Upon landing I called the tower and the supervisor told me the small aircraft had taken off on runway 18L and been given a left turn for separation. The controller had said he saw the small aircraft in a left turn after takeoff. The small aircraft's transponder wasn't working so they didn't have good fix on him. When I called they said they were not sure if the small aircraft's gyro was not working properly. I told the controller that I had not made any evasive action but just reduced my climb to provide separation. Then I asked if I had done anything wrong and his reply was that I had done everything right. He said that the problem was with the small aircraft flew wrong heading.

Title: SMA NON ADHERENCE TO ATC CLRNC WRONG HDG HAD NMAC LTSS FROM ACR X EVASIVE ACTION TAKEN LEVEL OFF DURING CLB SEE AND AVOID. PLTDEV.
Narrative: ACR X TKOF FROM CLG RWY 18R, WE WERE CLRED TO 8000 FT AND RWY HDG. BTWN 1500 AND 1700 MSL I NOTICED AN SMA XING OUR FLT PATH L TO R, ABOUT 2500 FT MSL. I REDUCED OUR CLB RATE TO STAY AT 2000 FT AND STAY BELOW THE SMA UNTIL WE WERE PAST HIS FLT PATH. I HAD THE FO NOTIFY THE CTLR OF THE OTHER ACFT AND THEY SEEMED TO BE UNAWARE OF IT. THEN THEY GAVE US A NUMBER TO CALL ON THE GND. UPON LNDG I CALLED THE TWR AND THE SUPVR TOLD ME THE SMA HAD TAKEN OFF ON RWY 18L AND BEEN GIVEN A L TURN FOR SEPARATION. THE CTLR HAD SAID HE SAW THE SMA IN A L TURN AFTER TKOF. THE SMA'S TRANSPONDER WASN'T WORKING SO THEY DIDN'T HAVE GOOD FIX ON HIM. WHEN I CALLED THEY SAID THEY WERE NOT SURE IF THE SMA'S GYRO WAS NOT WORKING PROPERLY. I TOLD THE CTLR THAT I HAD NOT MADE ANY EVASIVE ACTION BUT JUST REDUCED MY CLB TO PROVIDE SEPARATION. THEN I ASKED IF I HAD DONE ANYTHING WRONG AND HIS REPLY WAS THAT I HAD DONE EVERYTHING RIGHT. HE SAID THAT THE PROBLEM WAS WITH THE SMA FLEW WRONG HDG.
