Narrative:
I departed runway 4 racine after doing a full airframe and engine preflight check. Every item on the checklist was completed in order before takeoff was commenced. The aircraft just came out of its 100 hour inspection. 400 ft AGL after departure, the engine RPM dropped to 1200 and then rose to 1800 after I lowered the pitch attitude. An immediate 90 degree, 270 degree put me into landing confign on runway 22. I was able to land the aircraft safely on runway 22 and taxied in at idle power.

Title: SMA HAS PWR LOSS JUST AFTER LIFTOFF. TURNS TO LAND ON INTERSECTING RWY.
Narrative: I DEPARTED RWY 4 RACINE AFTER DOING A FULL AIRFRAME AND ENG PREFLT CHK. EVERY ITEM ON THE CHKLIST WAS COMPLETED IN ORDER BEFORE TKOF WAS COMMENCED.
