Narrative:
Performed takeoff on runway 16. Approximately 500 ft AGL, oil pressure showed drop. A 180 degree turn was performed and a flyover of runway 34 was executed to set up for another 180 degree turn for a precautionary landing on runway 16. I wanted to keep the runway under me in case of complete loss in pressure. Upon initial course reversal on runway 34, another aircraft was spotted on the runway. It appeared as he saw me and aborted his takeoff. There was no communication by that pilot. Tooele valley airport changed CTAF jun/xx/92. I pulled up and banked right which put me in a left downwind for 16. I quickly switched #2 radio to 122.8 and asked if the aircraft on the runway was monitoring this frequency. He remarked yes. I promptly told him that the new CTAF was 123.00. He switched frequencys and asked me what transpired out there. I told him of my situation and he then announced that he was an FAA inspector from the slc FSDO and would appreciate a telephone call. Solution: I should have made a normal but close pattern to avoid a possible confrontation. The other pilot should have been better briefed about the CTAF change. Unfortunately, most AFD are slow in their revision service. As soon as the changes are made in the NOAA AFD, all NOTAMS are removed. This is a serious problem. When a pilot gets a WX briefing and checks for NOTAMS, they won't hear of the frequency change.

UNFORTUNATELY, MOST AFD ARE SLOW IN THEIR REVISION SVC. AS SOON AS THE CHANGES ARE MADE IN THE NOAA AFD, ALL NOTAMS ARE REMOVED. THIS IS A SERIOUS PROBLEM. WHEN A PLT GETS A WX BRIEFING AND CHKS FOR NOTAMS, THEY WON'T HEAR OF THE FREQ CHANGE.
