Narrative:
While working arrival for jfk airport, I had air carrier Y, a widebody transport, level at 7000 swbound. The aircraft was informed of a NORDO aircraft, air carrier X, who was level 5000. Air carrier X climbed and turned towards air carrier Y. I took action to separate the aircraft. It was later discovered that air carrier X was taking control instructions for another air carrier, air carrier Z, who was being worked by departure control. Air carrier X switched to ZNY instead of air carrier Z. This seems to be an ongoing problem for this area. We have similar sounding call signs very often. This is particularly troublesome with foreign carriers.

Title: ACR PLT TAKES FREQ CHANGE CLRNC MEANT FOR ANOTHER ACR AND CLBS THROUGH AN OCCUPIED ALT.
Narrative: WHILE WORKING ARR FOR JFK ARPT, I HAD ACR Y, A WDB, LEVEL AT 7000 SWBOUND. THE ACFT WAS INFORMED OF A NORDO ACFT, ACR X, WHO WAS LEVEL 5000. ACR X CLBED AND TURNED TOWARDS ACR Y. I TOOK ACTION TO SEPARATE THE ACFT. IT WAS LATER DISCOVERED THAT ACR X WAS TAKING CTL INSTRUCTIONS FOR ANOTHER ACR, ACR Z, WHO WAS BEING WORKED BY DEP CTL. ACR X SWITCHED TO ZNY INSTEAD OF ACR Z. THIS SEEMS TO BE AN ONGOING PROBLEM FOR THIS AREA. WE HAVE SIMILAR SOUNDING CALL SIGNS VERY OFTEN. THIS IS PARTICULARLY TROUBLESOME WITH FOREIGN CARRIERS.
