Narrative:
Received WX briefing. Used pilot balloons to check wind path but, actual wind was 90 degrees to forecast. So, my flight path was toward pittsburgh TCA instead of north of it. 3 mi from inner ring of TCA I began to see landing sites. This took me close to the ground. This is the violation. I was lowest over the river, then climbed back to 1000 ft AGL after missing sites on both sides of the allegheny river. I landed on the edge of the TCA.

Title: A HOT AIR BALLOON PLT LANDED ON THE EDGE OF THE PIT TCA AS THE WINDS WERE NOT AS FORECAST.
Narrative: RECEIVED WX BRIEFING. USED PLT BALLOONS TO CHK WIND PATH BUT, ACTUAL WIND WAS 90 DEGS TO FORECAST. SO, MY FLT PATH WAS TOWARD PITTSBURGH TCA INSTEAD OF N OF IT. 3 MI FROM INNER RING OF TCA I BEGAN TO SEE LNDG SITES. THIS TOOK ME CLOSE TO THE GND. THIS IS THE VIOLATION. I WAS LOWEST OVER THE RIVER, THEN CLBED BACK TO 1000 FT AGL AFTER MISSING SITES ON BOTH SIDES OF THE ALLEGHENY RIVER. I LANDED ON THE EDGE OF THE TCA.
