Narrative:
Descent and approach checklist was not completed. Seat belt sign not turned on prior to landing, passenger not briefed, and flight attendant not signaled as to sterile cockpit. Checklist not performed because most capts at this airline call for this portion of the checklist at the improper time (too early per company procedure). This creates atmosphere where first officer's seldom feel the responsibility of doing this action. So, it is easy to overlook from the first officer viewpoint. On the day of this incident, this particular captain (who is very non-standard as to checklists, and power settings per company procedures) continued political discussions throughout approach phase of flight and contributed to procedure not being followed.

Title: THE LNDG CHKLIST WAS NOT COMPLETED ON AN LTT ACR FLT.
Narrative: DSCNT AND APCH CHKLIST WAS NOT COMPLETED. SEAT BELT SIGN NOT TURNED ON PRIOR TO LNDG, PAX NOT BRIEFED, AND FLT ATTENDANT NOT SIGNALED AS TO STERILE COCKPIT. CHKLIST NOT PERFORMED BECAUSE MOST CAPTS AT THIS AIRLINE CALL FOR THIS PORTION OF THE CHKLIST AT THE IMPROPER TIME (TOO EARLY PER COMPANY PROC). THIS CREATES ATMOSPHERE WHERE FO'S SELDOM FEEL THE RESPONSIBILITY OF DOING THIS ACTION. SO, IT IS EASY TO OVERLOOK FROM THE FO VIEWPOINT.
