Narrative:
I was ground controller on duty, runway 11/29 was inactive. I taxied a low wing small aircraft X to runway 11. The small aircraft X took off and made right traffic for touch-and-goes. A high wing small aircraft Y called for taxi, I forgot that runway 11 was now active and I instructed small aircraft Y to perform the run-up on runway 29. Small aircraft X then executed a touch-and-go on runway 11. Small aircraft X flew overhead the small aircraft Y by about 300 ft. Small aircraft Y was at the departure end of runway 11. To prevent a recurrence, of this situation, some type of visual aid should be used to remind the ground controller of which runways are active.

Title: SMA X MADE TOUCH-AND-GO LNDG ON OCCUPIED RWY HAD LTSS FROM SMA Y. SYS ERROR. PLTDEV.
Narrative: I WAS GND CTLR ON DUTY, RWY 11/29 WAS INACTIVE. I TAXIED A LOW WING SMA X TO RWY 11. THE SMA X TOOK OFF AND MADE R TFC FOR TOUCH-AND-GOES. A HIGH WING SMA Y CALLED FOR TAXI, I FORGOT THAT RWY 11 WAS NOW ACTIVE AND I INSTRUCTED SMA Y TO PERFORM THE RUN-UP ON RWY 29. SMA X THEN EXECUTED A TOUCH-AND-GO ON RWY 11. SMA X FLEW OVERHEAD THE SMA Y BY ABOUT 300 FT. SMA Y WAS AT THE DEP END OF RWY 11. TO PREVENT A RECURRENCE, OF THIS SITUATION, SOME TYPE OF VISUAL AID SHOULD BE USED TO REMIND THE GND CTLR OF WHICH RWYS ARE ACTIVE.
