Narrative:
We were departing lga on runway 13 with a whitestone climb. Departure instructions call for a 175 degree heading until 2.5 DME and then a left turn to 040 degree. At 2.5 DME we started a 25-30 degree angle of bank left turn. As we were passing a heading of approximately 120 degree, departure control advised us to start a left turn that we were getting near jfk. When we replied that we were in our turn he said we were still drifting south toward kennedy. He also said the strong winds (takeoff wind at lga 070 at 10 KTS) were moving us south. Since we flew the published departure as closely as we could and a possible conflict arose, I feel that for safety reasons we should have been told to start our turn sooner.

Title: AN ACR LGT ON THE LGA 4 SID WHITESTONE CLB IS PUSHED TOWARD A POSSIBLE CONFLICT WITH TFC AT JFK BY STRONG WINDS ALOFT.
Narrative: WE WERE DEPARTING LGA ON RWY 13 WITH A WHITESTONE CLB. DEP INSTRUCTIONS CALL FOR A 175 DEG HDG UNTIL 2.5 DME AND THEN A L TURN TO 040 DEG. AT 2.5 DME WE STARTED A 25-30 DEG ANGLE OF BANK L TURN. AS WE WERE PASSING A HDG OF APPROX 120 DEG, DEP CTL ADVISED US TO START A L TURN THAT WE WERE GETTING NEAR JFK. WHEN WE REPLIED THAT WE WERE IN OUR TURN HE SAID WE WERE STILL DRIFTING S TOWARD KENNEDY. HE ALSO SAID THE STRONG WINDS (TKOF WIND AT LGA 070 AT 10 KTS) WERE MOVING US S. SINCE WE FLEW THE PUBLISHED DEP AS CLOSELY AS WE COULD AND A POSSIBLE CONFLICT AROSE, I FEEL THAT FOR SAFETY REASONS WE SHOULD HAVE BEEN TOLD TO START OUR TURN SOONER.
