Narrative:

WX in entire new york area poor. New york center saturated - - aircraft and controller workload. On climb to FL350 given different vector heading every few mins. Instructed to maintain 250 KTS throughout climb from approximately 12000 to FL350. Passing FL310 told to give best rate of climb to FL350 for company traffic. Complied. Upon reaching FL350 could not accelerate due to engine and wing anti-ice requirements. Required immediate descent to increase airspeed and advised ATC as descent started. ATC gave another aircraft a vector and acknowledged our descent. Situation arose due to a required climb airspeed by ATC due to excessive traffic and the subsequent aircraft anti- ice requirements due to WX. The maximum climb ATC requirement put us behind power curve. Feel ATC should not sequence traffic to require maximum climb rates if they already have traffic back at 250 KTS in the climb.

Narrative: WX IN ENTIRE NEW YORK AREA POOR. NEW YORK CTR SATURATED - - ACFT AND CTLR WORKLOAD. ON CLB TO FL350 GIVEN DIFFERENT VECTOR HDG EVERY FEW MINS. INSTRUCTED TO MAINTAIN 250 KTS THROUGHOUT CLB FROM APPROX 12000 TO FL350. PASSING FL310 TOLD TO GIVE BEST RATE OF CLB TO FL350 FOR COMPANY TFC. COMPLIED. UPON REACHING FL350 COULD NOT ACCELERATE DUE TO ENG AND WING ANTI-ICE REQUIREMENTS. REQUIRED IMMEDIATE DSCNT TO INCREASE AIRSPD AND ADVISED ATC AS DSCNT STARTED. ATC GAVE ANOTHER ACFT A VECTOR AND ACKNOWLEDGED OUR DSCNT. SITUATION AROSE DUE TO A REQUIRED CLB AIRSPD BY ATC DUE TO EXCESSIVE TFC AND THE SUBSEQUENT ACFT ANTI- ICE REQUIREMENTS DUE TO WX. THE MAX CLB ATC REQUIREMENT PUT US BEHIND PWR CURVE. FEEL ATC SHOULD NOT SEQUENCE TFC TO REQUIRE MAX CLB RATES IF THEY ALREADY HAVE TFC BACK AT 250 KTS IN THE CLB.
