Narrative:

Upon takeoff northbound from hospital pad helicopter had to deviate wbound to avoid an small aircraft flying eward at 1000 ft MSL approximately 1/4 mi from pad. Helicopter pilot notified tower of conflict during initial call for clearance through air traffic area. Tower advised that small aircraft's presence was not known until that time, then attempted and gained radio contact with small aircraft pilot. Small aircraft pilot advised he had been taught that radio contact with tower was not necessary to gain entry to an air traffic area. Tower advised him otherwise. It would seem an instructor in this area is putting out erroneous information in that other pilots employed in this city have overheard 1 particular instructor advising his students to not bother contacting control towers before control zone/air traffic area entry. Scene of such instructions is always the GA terminal building lounge at airport.

Title: AN EMS HELI TOOK EVASIVE ACTION TO AVOID A PHOTO MISSION SMA. THE SMA WAS NOT IN RADIO CONTACT INSIDE AN ATA.

Narrative: UPON TKOF NBOUND FROM HOSPITAL PAD HELI HAD TO DEVIATE WBOUND TO AVOID AN SMA FLYING EWARD AT 1000 FT MSL APPROX 1/4 MI FROM PAD. HELI PLT NOTIFIED TWR OF CONFLICT DURING INITIAL CALL FOR CLRNC THROUGH ATA. TWR ADVISED THAT SMA'S PRESENCE WAS NOT KNOWN UNTIL THAT TIME, THEN ATTEMPTED AND GAINED RADIO CONTACT WITH SMA PLT. SMA PLT ADVISED HE HAD BEEN TAUGHT THAT RADIO CONTACT WITH TWR WAS NOT NECESSARY TO GAIN ENTRY TO AN ATA. TWR ADVISED HIM OTHERWISE. IT WOULD SEEM AN INSTRUCTOR IN THIS AREA IS PUTTING OUT ERRONEOUS INFO IN THAT OTHER PLTS EMPLOYED IN THIS CITY HAVE OVERHEARD 1 PARTICULAR INSTRUCTOR ADVISING HIS STUDENTS TO NOT BOTHER CONTACTING CTL TWRS BEFORE CTL ZONE/ATA ENTRY. SCENE OF SUCH INSTRUCTIONS IS ALWAYS THE GA TERMINAL BUILDING LOUNGE AT ARPT.
