Narrative:

I was plting an old biplane for banner towing operations at the time of this incident. I was heading sbound along the shoreline on the 'bravo' route as per our waiver to operate within the lindbergh TCA which extends from the surface to 12500 ft. I was flying at 500 MSL when I noticed a parasail being towed behind a power boat. The parasail was operating at near my altitude and was on a straight on collision course with my aircraft. To evade this parasail I was forced to maneuver my aircraft over a crowded beach at 500 ft AGL. The driver of the boat never changed his course. It seems that the driver of the boat had no idea that his parasail was a hazard to aircraft. The parasail seemed to be at 400 AGL inside the TCA.

Title: BANNER TOWING BIPLANE GETS INVOLVED IN AN NMAC WITH A PARASAIL AND EXECUTES AN EVASIVE ACTION TURN. VIOLATES FARS IN LOW ALT CIVIL OP OVER POPULATED AREA (LIFE'S A BEACH).

Narrative: I WAS PLTING AN OLD BIPLANE FOR BANNER TOWING OPS AT THE TIME OF THIS INCIDENT. I WAS HDG SBOUND ALONG THE SHORELINE ON THE 'BRAVO' RTE AS PER OUR WAIVER TO OPERATE WITHIN THE LINDBERGH TCA WHICH EXTENDS FROM THE SURFACE TO 12500 FT. I WAS FLYING AT 500 MSL WHEN I NOTICED A PARASAIL BEING TOWED BEHIND A PWR BOAT. THE PARASAIL WAS OPERATING AT NEAR MY ALT AND WAS ON A STRAIGHT ON COLLISION COURSE WITH MY ACFT. TO EVADE THIS PARASAIL I WAS FORCED TO MANEUVER MY ACFT OVER A CROWDED BEACH AT 500 FT AGL. THE DRIVER OF THE BOAT NEVER CHANGED HIS COURSE. IT SEEMS THAT THE DRIVER OF THE BOAT HAD NO IDEA THAT HIS PARASAIL WAS A HAZARD TO ACFT. THE PARASAIL SEEMED TO BE AT 400 AGL INSIDE THE TCA.
