Narrative:

Air carrier X missed approach at sfo climbing to 3000 ft heading 280 degrees closing on small aircraft Y heading 270 degrees and climbing to 3000 ft. The supervisor was working radar coordinator position and interfering with training. When I instructed the trainee to turn air carrier X to avoid small aircraft Y, the supervisor instructed us to leave air carrier X heading 280 degrees climbing to 3000 ft and change him to bay departure control, and let bay departure separate them. Small aircraft Y was on tower frequency and in the departure corridor only because the supervisor instructed me to turn him there. This is not standard procedure for sfo. The supervisor was continuously interfering with the training and creating traffic conflictions by forcing his authority for control actions. Bay departure control would not accept his requests, I had no choice. The supervisor's reasoning was to provide service to the VFR small aircraft Y en route to eug through the sfo TCA. Standard procedure is to keep the VFR's at 1500 ft along the bay coastline to keep them out of the sfo arrival/departures. The supervisor feels he is the ultimate controller and no one around him can work at his level. The situation was idented well in advance. The supervisor prevented any corrective action.

Title: CTLR TRAINING IN PROGRESS ACR X EXECUTED MISSED APCH HAD NMAC LTSS FROM SMA Y. SYS ERROR.

Narrative: ACR X MISSED APCH AT SFO CLBING TO 3000 FT HDG 280 DEGS CLOSING ON SMA Y HDG 270 DEGS AND CLBING TO 3000 FT. THE SUPVR WAS WORKING RADAR COORDINATOR POS AND INTERFERING WITH TRAINING. WHEN I INSTRUCTED THE TRAINEE TO TURN ACR X TO AVOID SMA Y, THE SUPVR INSTRUCTED US TO LEAVE ACR X HDG 280 DEGS CLBING TO 3000 FT AND CHANGE HIM TO BAY DEP CTL, AND LET BAY DEP SEPARATE THEM. SMA Y WAS ON TWR FREQ AND IN THE DEP CORRIDOR ONLY BECAUSE THE SUPVR INSTRUCTED ME TO TURN HIM THERE. THIS IS NOT STANDARD PROC FOR SFO. THE SUPVR WAS CONTINUOUSLY INTERFERING WITH THE TRAINING AND CREATING TFC CONFLICTIONS BY FORCING HIS AUTHORITY FOR CTL ACTIONS. BAY DEP CTL WOULD NOT ACCEPT HIS REQUESTS, I HAD NO CHOICE. THE SUPVR'S REASONING WAS TO PROVIDE SVC TO THE VFR SMA Y ENRTE TO EUG THROUGH THE SFO TCA. STANDARD PROC IS TO KEEP THE VFR'S AT 1500 FT ALONG THE BAY COASTLINE TO KEEP THEM OUT OF THE SFO ARR/DEPS. THE SUPVR FEELS HE IS THE ULTIMATE CTLR AND NO ONE AROUND HIM CAN WORK AT HIS LEVEL. THE SIT WAS IDENTED WELL IN ADVANCE. THE SUPVR PREVENTED ANY CORRECTIVE ACTION.
