Narrative:

Scheduled flight into orh from phl. WX at departure time CAT I ILS some precipitation in area. On arrival at orh approach informed WX 200 ft, 1/2 mi visibility, RVR runway 11 18 V24. Approach asked 'what RVR do you require?' our response was RVR 24, this was published on our current approach plate for ILS CAT I runway 11 at orh. Approach vectored us to cunca NDB for standard holding until RVR lifted to 24. On arrival at holding fix approach advised 'RVR 24, right turn to intercept, clearance ILS runway 11 approach, tower at the marker.' the approach was made, runway acquired prior to mins and landing made on taxi in tower requested a phone call concerning mins. We were informed at that time that orh runway 11 ILS mins were notamed at RVR 40 due to FAA requirement to inspect approach clrway for trees that had been cut down! Local FAA office told approach and tower not to inform pilots of RVR mins.

APCH ASKED 'WHAT RVR DO YOU REQUIRE?' OUR RESPONSE WAS RVR 24, THIS WAS PUBLISHED ON OUR CURRENT APCH PLATE FOR ILS CAT I RWY 11 AT ORH. APCH VECTORED US TO CUNCA NDB FOR STD HOLDING UNTIL RVR LIFTED TO 24. ON ARR AT HOLDING FIX APCH ADVISED 'RVR 24, R TURN TO INTERCEPT, CLRNC ILS RWY 11 APCH, TWR AT THE MARKER.' THE APCH WAS MADE, RWY ACQUIRED PRIOR TO MINS AND LNDG MADE ON TAXI IN TWR REQUESTED A PHONE CALL CONCERNING MINS. WE WERE INFORMED AT THAT TIME THAT ORH RWY 11 ILS MINS WERE NOTAMED AT RVR 40 DUE TO FAA REQUIREMENT TO INSPECT APCH CLRWAY FOR TREES THAT HAD BEEN CUT DOWN! LCL FAA OFFICE TOLD APCH AND TWR NOT TO INFORM PLTS OF RVR MINS.
