Narrative:
Captain was looking for flight manual and unbuckled seat belt. In the process of leaving flight station (seat) he hit the left fuel shut off switch on center console. The first officer, was flying aircraft when engine shut down. Captain declared emergency to boston center. There were no passengers on aircraft. After emergency was declared captain discovered fuel shut off switch was in the down off position. Type aircraft, small transport. Air start was completed with no damage to engine, aircraft continued flight to logan with normal operation. Situation could have been avoided if captain did not leave flight station or declared an emergency without a diagnosis of problem.

Title: SMT COMMUTER ACFT HAS ENG QUIT DUE TO INADVERTENT FUEL SHUT OFF. DECLARE EMER.
Narrative: CAPT WAS LOOKING FOR FLT MANUAL AND UNBUCKLED SEAT BELT. IN THE PROCESS OF LEAVING FLT STATION (SEAT) HE HIT THE L FUEL SHUT OFF SWITCH ON CTR CONSOLE. THE FO, WAS FLYING ACFT WHEN ENG SHUT DOWN. CAPT DECLARED EMER TO BOSTON CTR. THERE WERE NO PAXS ON ACFT. AFTER EMER WAS DECLARED CAPT DISCOVERED FUEL SHUT OFF SWITCH WAS IN THE DOWN OFF POS. TYPE ACFT, SMT. AIR START WAS COMPLETED WITH NO DAMAGE TO ENG, ACFT CONTINUED FLT TO LOGAN WITH NORMAL OP. SITUATION COULD HAVE BEEN AVOIDED IF CAPT DID NOT LEAVE FLT STATION OR DECLARED AN EMER WITHOUT A DIAGNOSIS OF PROBLEM.
