Narrative:
I was working local control north and south, and cleared small aircraft X for a touch 'north' go runway 25R. Small aircraft X landed on taxiway alpha and asked to taxi back for takeoff. I alerted the controller in charge of the incident. Once ready, I cleared small aircraft X for takeoff and instructed him to remain in right closed traffic, which the pilot requested touch 'north' goes. When I cleared small aircraft X for touch 'north' go on runway 25R, small aircraft X did a touch 'north' go on taxiway alpha. The controller in charge asked me to change small aircraft X to another frequency and talked to the pilot, unbelievable, the pilot was unaware he had landed twice on the taxiway. Nothing seems to help this problem but it is dangerous and someone is going to be injured at deer valley on taxiway alpha. The city of phoenix has made no attempt at all to fix this problem. I believe if we had a taller tower it may help us better to determine if planes are lined up correctly. The runway ends are over a half mi away.

Title: SMA MADE TWO TOUCH AND GO'S ON TAXIWAY INSTEAD OF RWY. TAXIWAY APPEARS MORE LIKE A RWY THAN THE RWY DOES.
Narrative: I WAS WORKING LCL CTL N AND S, AND CLRED SMA X FOR A TOUCH 'N' GO RWY 25R. SMA X LANDED ON TAXIWAY ALPHA AND ASKED TO TAXI BACK FOR TKOF. I ALERTED THE CIC OF THE INCIDENT. ONCE READY, I CLRED SMA X FOR TKOF AND INSTRUCTED HIM TO REMAIN IN R CLOSED TFC, WHICH THE PLT REQUESTED TOUCH 'N' GOES. WHEN I CLRED SMA X FOR TOUCH 'N' GO ON RWY 25R, SMA X DID A TOUCH 'N' GO ON TAXIWAY ALPHA. THE CTLR IN CHARGE ASKED ME TO CHANGE SMA X TO ANOTHER FREQ AND TALKED TO THE PLT, UNBELIEVABLE, THE PLT WAS UNAWARE HE HAD LANDED TWICE ON THE TAXIWAY. NOTHING SEEMS TO HELP THIS PROBLEM BUT IT IS DANGEROUS AND SOMEONE IS GOING TO BE INJURED AT DEER VALLEY ON TAXIWAY ALPHA. THE CITY OF PHOENIX HAS MADE NO ATTEMPT AT ALL TO FIX THIS PROBLEM. I BELIEVE IF WE HAD A TALLER TWR IT MAY HELP US BETTER TO DETERMINE IF PLANES ARE LINED UP CORRECTLY. THE RWY ENDS ARE OVER A HALF MI AWAY.
