Narrative:

During the convention we are being told to work split local controls for the parallel runways. Although this is an established procedure at least 80 percent of the fpl's have not worked split local controls. We have been told to review the procedures and have each been given an average of less than 2 hours training working the position. During a period of increased traffic we are being told to work procedures by the manager who is not certified and has not worked live traffic in several yrs. These procedures greatly increase coordination. Increased runway xings and coordination between local control and ground control will occur. More coordination between the lcls is required without the benefit of a coordinator. Staffing is not being increased during this week. As a result unfamiliar procedures being used during increased traffic periods lead to distrs, hesitation and a possibly dangerous situation. Input by the controllers on procedures to be used during this period was completely disregarded.

Narrative: DURING THE CONVENTION WE ARE BEING TOLD TO WORK SPLIT LCL CTLS FOR THE PARALLEL RWYS. ALTHOUGH THIS IS AN ESTABLISHED PROC AT LEAST 80 PERCENT OF THE FPL'S HAVE NOT WORKED SPLIT LCL CTLS. WE HAVE BEEN TOLD TO REVIEW THE PROCS AND HAVE EACH BEEN GIVEN AN AVERAGE OF LESS THAN 2 HRS TRAINING WORKING THE POS. DURING A PERIOD OF INCREASED TFC WE ARE BEING TOLD TO WORK PROCS BY THE MGR WHO IS NOT CERTIFIED AND HAS NOT WORKED LIVE TFC IN SEVERAL YRS. THESE PROCS GREATLY INCREASE COORD. INCREASED RWY XINGS AND COORD BTWN LCL CTL AND GND CTL WILL OCCUR. MORE COORD BTWN THE LCLS IS REQUIRED WITHOUT THE BENEFIT OF A COORDINATOR. STAFFING IS NOT BEING INCREASED DURING THIS WK. AS A RESULT UNFAMILIAR PROCS BEING USED DURING INCREASED TFC PERIODS LEAD TO DISTRS, HESITATION AND A POSSIBLY DANGEROUS SITUATION. INPUT BY THE CTLRS ON PROCS TO BE USED DURING THIS PERIOD WAS COMPLETELY DISREGARDED.
