Narrative:
Cfii requested a local IFR clearance to do some practice holding and approachs for an instrument training flight. On initial call up to daytona approach, I requested the VOR holding over omn followed by the VOR 8 into omn low approach. We requested the approach out of holding and were 'cleared for the approach.' about 1 min 30 seconds outbound for the procedure turn, the controller advised, 'the VOR 8 approach has been unusable for some time.' not knowing if we were in danger of obstacles, we climbed immediately to be vectored for another practice approach. Controller should have not issued the clearance for an unusable approach. Pilots were using current charts/plates. Recommend nos not publish approachs in current plates if the approachs are unusable and have been unusable for quite some time. Very dangerous! Second time now where I've run into problems using current nos charts. Checking NOTAMS didn't help in either situation.

Narrative: CFII REQUESTED A LCL IFR CLRNC TO DO SOME PRACTICE HOLDING AND APCHS FOR AN INST TRAINING FLT.
