Narrative:
The plane was fueled by line man. I, as PIC did not check fuel captain to make sure it was secure. I as PIC went through the proper takeoff procedure. Upon takeoff I noticed fuel spraying out of the right wing tank and declared an emergency. I chose to land the aircraft as soon as possible for fear of fuel being ignited by the actuator exhaust as it flowed over the wing into the slip stream. I landed gear up with no fire and no injuries with myself and passenger. Very little damage to aircraft. Propeller and some minor skin repair.
