Narrative:

While working ground control, an emergency arrival, loss of hydraulics, shut down the arrival runway and necessitated a runway change. This occurred during peak departure demand. There were so many aircraft holding on the field waiting for departure I was not able to move any more aircraft off their ramps for at least 20 mins due to the new runway confign. I did the best I could to explain to the users why I could not taxi them out. Most were very cooperative. Then air carrier X (a widebody transport) called me from the international ramp. I noticed him moving from the start up pad (air carrier X is a nonstop jfk-lga, athens) about to force his way in front of 2 smts patiently waiting for taxi. I immediately told air carrier X to hold his position and did my best to explain how there would be some delay and that there were others patiently waiting to taxi ahead of him. Air carrier X said to the captain of the small transport, which was upset, that he had the right of way coming from the right. At this point, air carrier X was stopped, very close to the small transport and it seemed the small transport barely had enough room to pass the air carrier X. I definitely did not think air carrier X could pass the small transport, not enough room. Being very busy, I did not get the transmission from air carrier X. It seems as traffic moved up, air carrier X did too, and put his wing over the top of 2 air carrier smts. Needless to say, the 2 capts were irate, the way air carrier X was pushing his weight around with complete disregard for the safety of those on the smts.

Title: ACR WDB TAXIS FROM RAMP AREA AHEAD OF SEVERAL OTHER COMMUTER ACFT WITHOUT GETTING A SEQUENCE FROM GND CTL.

Narrative: WHILE WORKING GND CTL, AN EMER ARR, LOSS OF HYDS, SHUT DOWN THE ARR RWY AND NECESSITATED A RWY CHANGE. THIS OCCURRED DURING PEAK DEP DEMAND. THERE WERE SO MANY ACFT HOLDING ON THE FIELD WAITING FOR DEP I WAS NOT ABLE TO MOVE ANY MORE ACFT OFF THEIR RAMPS FOR AT LEAST 20 MINS DUE TO THE NEW RWY CONFIGN. I DID THE BEST I COULD TO EXPLAIN TO THE USERS WHY I COULD NOT TAXI THEM OUT. MOST WERE VERY COOPERATIVE. THEN ACR X (A WDB) CALLED ME FROM THE INTL RAMP. I IMMEDIATELY TOLD ACR X TO HOLD HIS POS AND DID MY BEST TO EXPLAIN HOW THERE WOULD BE SOME DELAY AND THAT THERE WERE OTHERS PATIENTLY WAITING TO TAXI AHEAD OF HIM. ACR X SAID TO THE CAPT OF THE SMT, WHICH WAS UPSET, THAT HE HAD THE RIGHT OF WAY COMING FROM THE R. AT THIS POINT, ACR X WAS STOPPED, VERY CLOSE TO THE SMT AND IT SEEMED THE SMT BARELY HAD ENOUGH ROOM TO PASS THE ACR X. I DEFINITELY DID NOT THINK ACR X COULD PASS THE SMT, NOT ENOUGH ROOM. BEING VERY BUSY, I DID NOT GET THE XMISSION FROM ACR X. IT SEEMS AS TFC MOVED UP, ACR X DID TOO, AND PUT HIS WING OVER THE TOP OF 2 ACR SMTS. NEEDLESS TO SAY, THE 2 CAPTS WERE IRATE, THE WAY ACR X WAS PUSHING HIS WT AROUND WITH COMPLETE DISREGARD FOR THE SAFETY OF THOSE ON THE SMTS.
