Narrative:
Approximately 10 mi after departure from iad, erratic engine indications from right engine torque dropped to approximately 35 percent right engine oil pressure fluctuations between 50-100 psi as well as loud noise was heard. Performed 'erratic engine checklist' to 'in-flight shut down' checklist. Declared emergency, returned to iad. Reviewed and covered single engine and single engine go around checklist. I just heard from my captain that a passenger filed a complaint that we were about to run off the end of runway. With the cockpit door closed, the passenger has no forward view, we elected to use full runway, 10000 ft is a lot of pavement, as well as going into reverse will give a big yaw due to one engine. We were safe, we were not close to such a situation.

Title: COMMUTER FLT HAS ERRATIC ENG. SHUT DOWN, DECLARE EMER, RETURN TO LAND. PAX COMPLAINT REF APPEARANCE RUNNING OFF END OF RWY.
Narrative: APPROX 10 MI AFTER DEP FROM IAD, ERRATIC ENG INDICATIONS FROM R ENG TORQUE DROPPED TO APPROX 35 PERCENT R ENG OIL PRESSURE FLUCTUATIONS BTWN 50-100 PSI AS WELL AS LOUD NOISE WAS HEARD. PERFORMED 'ERRATIC ENG CHKLIST' TO 'INFLT SHUT DOWN' CHKLIST. DECLARED EMER, RETURNED TO IAD. REVIEWED AND COVERED SINGLE ENG AND SINGLE ENG GAR CHKLIST. I JUST HEARD FROM MY CAPT THAT A PAX FILED A COMPLAINT THAT WE WERE ABOUT TO RUN OFF THE END OF RWY.
