Narrative:

During IMC cruise at FL230 we got a TCASII TA. Radar was on because of frontal activity at the 80 mi range. Soon after we got a 'climb, climb' RA. We climbed 1000 ft before it reduced to a 'monitor climb.' we immediately advised ATC. As soon as the RA cleared we returned to our assigned altitude. From what ATC said and the other aircraft confirmed his high rate of climb below us triggered the alert. As far as we can tell all normal in-flight clrncs were maintained.
