Narrative:
Preflight was conducted during maintenance, a loose inspection panel was discovered but attributed to mechanics. Mechanic knew nothing of the panel and returned aircraft to service without securing panel! While passenger were boarding aircraft my attention was on removing external heaters (preheat) and equipment left by mechanics. The panel was never rechked. On takeoff, the airload tore panel loose leaving it on the runway. Aircraft returned for landing without further incident.

Title: LTT INSPECTION PANEL LEFT OPEN DURING PREFLT PROC AND GETS BLOWN OFF ACFT DURING TKOF. RETURN LAND MANDATED.
Narrative: PREFLT WAS CONDUCTED DURING MAINT, A LOOSE INSPECTION PANEL WAS DISCOVERED BUT ATTRIBUTED TO MECHS. MECH KNEW NOTHING OF THE PANEL AND RETURNED ACFT TO SVC WITHOUT SECURING PANEL! WHILE PAX WERE BOARDING ACFT MY ATTN WAS ON REMOVING EXTERNAL HEATERS (PREHEAT) AND EQUIP LEFT BY MECHS. THE PANEL WAS NEVER RECHKED. ON TKOF, THE AIRLOAD TORE PANEL LOOSE LEAVING IT ON THE RWY. ACFT RETURNED FOR LNDG WITHOUT FURTHER INCIDENT.
