Narrative:

The occurrence happened on V-268 over camp david. I was given the frequency 133.50 by baltimore approach to contact washington center. When I called them they told me to stand by. After waiting a while I realized I was over captain david (P40). I called ZDC back. He told me I was on the wrong frequency that I should be on 133.15. I called center on 133.15. He asked me my heading. I told him 295 degree. He turned me to 220 degree to get me out of P40. Once I was clear they sent me direct to hagerstown. When I got to hagerstown I was told to call ZDC. When I called, they said they were sorry for the mixup in the frequency and for the rapid course change. I feel that the problem is that V-268 goes right through P40 and R-4009 between westminster VOR (md) EMI and hagerstown VOR (hgr). I feel that this segment of the airway should be moved to EMI 289 degree radial and hgr 127 degree radial and an intersection put there. You could call it campy intersection. If this is done this could eliminate this problem in the future.

Narrative: THE OCCURRENCE HAPPENED ON V-268 OVER CAMP DAVID. I WAS GIVEN THE FREQ 133.50 BY BALTIMORE APCH TO CONTACT WASHINGTON CTR. WHEN I CALLED THEM THEY TOLD ME TO STAND BY. AFTER WAITING A WHILE I REALIZED I WAS OVER CAPT DAVID (P40). I CALLED ZDC BACK. HE TOLD ME I WAS ON THE WRONG FREQ THAT I SHOULD BE ON 133.15. I CALLED CTR ON 133.15. HE ASKED ME MY HDG. I TOLD HIM 295 DEG. HE TURNED ME TO 220 DEG TO GET ME OUT OF P40. ONCE I WAS CLR THEY SENT ME DIRECT TO HAGERSTOWN. WHEN I GOT TO HAGERSTOWN I WAS TOLD TO CALL ZDC. WHEN I CALLED, THEY SAID THEY WERE SORRY FOR THE MIXUP IN THE FREQ AND FOR THE RAPID COURSE CHANGE. I FEEL THAT THE PROBLEM IS THAT V-268 GOES RIGHT THROUGH P40 AND R-4009 BTWN WESTMINSTER VOR (MD) EMI AND HAGERSTOWN VOR (HGR). I FEEL THAT THIS SEGMENT OF THE AIRWAY SHOULD BE MOVED TO EMI 289 DEG RADIAL AND HGR 127 DEG RADIAL AND AN INTXN PUT THERE. YOU COULD CALL IT CAMPY INTXN. IF THIS IS DONE THIS COULD ELIMINATE THIS PROBLEM IN THE FUTURE.
