Narrative:

When cleared into position to hold, first officer informed me that he did not acknowledge an ATC clearance. I asked him to confirm the squawk, which he did, and set it in the transponder. I then elected to depart and follow the standard SID. After airborne, I instructed first officer to confirm route of flight, which he did, and we continued to our destination, gso. I called the tower personnel in clt and asked if there was anyway that they would know that a crew had received the ATC clearance via pre departure clearance. They said that, at the present time, there was no back-up. They assumed when a flight called for taxi that they had their clearance. A solution might be to require the crew to readback squawk when they called for taxi, i.e., company flight number taxi with alpha squawk wxyz.

Title: AN MLG ACR TOOK OFF WITHOUT HAVING AN ENRTE CLRNC. THEY WERE OPERATING AT AN ARPT WITH PRE-DEP CLRNC WITH NO REQUIREMENT FOR THE AIRCREW TO READBACK OR ACKNOWLEDGE THEIR ENRTE CLRNC.

Narrative: WHEN CLRED INTO POS TO HOLD, FO INFORMED ME THAT HE DID NOT ACKNOWLEDGE AN ATC CLRNC. I ASKED HIM TO CONFIRM THE SQUAWK, WHICH HE DID, AND SET IT IN THE TRANSPONDER. I THEN ELECTED TO DEPART AND FOLLOW THE STANDARD SID. AFTER AIRBORNE, I INSTRUCTED FO TO CONFIRM RTE OF FLT, WHICH HE DID, AND WE CONTINUED TO OUR DEST, GSO. I CALLED THE TWR PERSONNEL IN CLT AND ASKED IF THERE WAS ANYWAY THAT THEY WOULD KNOW THAT A CREW HAD RECEIVED THE ATC CLRNC VIA PDC. THEY SAID THAT, AT THE PRESENT TIME, THERE WAS NO BACK-UP. THEY ASSUMED WHEN A FLT CALLED FOR TAXI THAT THEY HAD THEIR CLRNC. A SOLUTION MIGHT BE TO REQUIRE THE CREW TO READBACK SQUAWK WHEN THEY CALLED FOR TAXI, I.E., COMPANY FLT NUMBER TAXI WITH ALPHA SQUAWK WXYZ.
