Narrative:
The problem arose from a faulty brake system. The problem was discovered only after a turn was being made and the brakes use required. The only corrective action is to park the aircraft until the brakes are repaired. Both brakes were applied when the engines were started. The aircraft did not move. Pilot released the brakes, applied power, and applied the brakes and came to an almost complete stop. Continued to taxi. The next turn was a 90 degree right turn. The turn was begun with full right rudder, and followed by slight right brake. When the right brake was applied, it was almost entirely ineffective. At this point, the pilot advanced the left throttle to complete the right turn, but was already about 2 to 3 ft off of the taxiway. The left propeller struck a 'snow marker.' by the time the aircraft struck the marker, it had straightened out and started back onto the taxiway. The aircraft was then taxied to the nearest ramp and parked. The airport authority was advised by phone. No damage was done to the airport. The left propeller was sliced at the tip and bent slightly rearward.

Title: AN SMA TWIN PLT ATTEMPTED TO TAXI WITHOUT ADEQUATE BRAKES. HE HIT A 'SNOW MARKER' ALONGSIDE A TAXIWAY AND DAMAGED A PROP.
Narrative: THE PROBLEM AROSE FROM A FAULTY BRAKE SYS. THE PROBLEM WAS DISCOVERED ONLY AFTER A TURN WAS BEING MADE AND THE BRAKES USE REQUIRED. THE ONLY CORRECTIVE ACTION IS TO PARK THE ACFT UNTIL THE BRAKES ARE REPAIRED. BOTH BRAKES WERE APPLIED WHEN THE ENGS WERE STARTED. THE ACFT DID NOT MOVE. PLT RELEASED THE BRAKES, APPLIED PWR, AND APPLIED THE BRAKES AND CAME TO AN ALMOST COMPLETE STOP. CONTINUED TO TAXI. THE NEXT TURN WAS A 90 DEG R TURN. THE TURN WAS BEGUN WITH FULL R RUDDER, AND FOLLOWED BY SLIGHT R BRAKE. WHEN THE R BRAKE WAS APPLIED, IT WAS ALMOST ENTIRELY INEFFECTIVE. AT THIS POINT, THE PLT ADVANCED THE L THROTTLE TO COMPLETE THE R TURN, BUT WAS ALREADY ABOUT 2 TO 3 FT OFF OF THE TAXIWAY. THE L PROP STRUCK A 'SNOW MARKER.' BY THE TIME THE ACFT STRUCK THE MARKER, IT HAD STRAIGHTENED OUT AND STARTED BACK ONTO THE TAXIWAY. THE ACFT WAS THEN TAXIED TO THE NEAREST RAMP AND PARKED. THE ARPT AUTHORITY WAS ADVISED BY PHONE. NO DAMAGE WAS DONE TO THE ARPT. THE L PROP WAS SLICED AT THE TIP AND BENT SLIGHTLY REARWARD.
