Narrative:
Upon an approach to parkersburg, vw, prior to the OM, in-flight visibility was 15 mi and I had the runway light and beacon in sight. Tower visibility was reported 1/4 mi. I called the runway in sight and landed. After landing, taxiing to ramp area, visibility deteriorated around the tower and ramp areas. On departure, tower called visibility at 0/0. After taxi to runway 3, surface visibility was 1/4-1/2 mi, but tower could not see me. It seemed to be just a layer lying over the east side of the airport. I saw no danger and departed. On departure, I flew through a thin layer at about 50-100 ft above the surface. Then at 200 ft above the surface, it was clear, visibility 20 mi. Callback conversation with reporter revealed the following: the FAA is not after the reporter. The tower either believed the reporter or they didn't care that the WX was below limits at the end of the runway. The reporter was 'cleared for takeoff.'

Title: AN SMT PLT TOOK OFF WHEN THE TWR VISIBILITY WAS BELOW LIMITS BUT THE VISIBILITY AT THE RWY WAS ABOVE LIMITS.
Narrative: UPON AN APCH TO PARKERSBURG, VW, PRIOR TO THE OM, INFLT VISIBILITY WAS 15 MI AND I HAD THE RWY LIGHT AND BEACON IN SIGHT. TWR VISIBILITY WAS RPTED 1/4 MI. I CALLED THE RWY IN SIGHT AND LANDED. AFTER LNDG, TAXIING TO RAMP AREA, VISIBILITY DETERIORATED AROUND THE TWR AND RAMP AREAS. ON DEP, TWR CALLED VISIBILITY AT 0/0. AFTER TAXI TO RWY 3, SURFACE VISIBILITY WAS 1/4-1/2 MI, BUT TWR COULD NOT SEE ME. IT SEEMED TO BE JUST A LAYER LYING OVER THE E SIDE OF THE ARPT. I SAW NO DANGER AND DEPARTED. ON DEP, I FLEW THROUGH A THIN LAYER AT ABOUT 50-100 FT ABOVE THE SURFACE. THEN AT 200 FT ABOVE THE SURFACE, IT WAS CLR, VISIBILITY 20 MI. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE FAA IS NOT AFTER THE RPTR. THE TWR EITHER BELIEVED THE RPTR OR THEY DIDN'T CARE THAT THE WX WAS BELOW LIMITS AT THE END OF THE RWY. THE RPTR WAS 'CLRED FOR TKOF.'
