Narrative:
Approach cleared us to delhi tower -- tower cleared us from the VOR to the 'pl' locator and to expect an approach -- we understood to prepare for the ILS. Near the locator he cleared us for the 'ILS 20 locator approach.' we misunderstood him to say -- 'ILS localizer approach.' his english was poor and was hard to understand. We executed the ILS 28 approach and over the marker he started 'raising hell' about us not following his instructions. Finally, we understood. He had cleared us for an ILS 28 locator approach. This approach appears as a footnote on the approach, and has a confusing 'descend in the holding pattern' instruction. At H00 O'clock in the morning -- after a X00 flight -- none of us (3) in the cockpit could understand what he wanted, until we were on the ground! I suppose we are 'guilty' -- but if this is a standard approach -- we should have a regular plate for it.

Narrative: APCH CLRED US TO DELHI TWR -- TWR CLRED US FROM THE VOR TO THE 'PL' LOCATOR AND TO EXPECT AN APCH -- WE UNDERSTOOD TO PREPARE FOR THE ILS. NEAR THE LOCATOR HE CLRED US FOR THE 'ILS 20 LOCATOR APCH.' WE MISUNDERSTOOD HIM TO SAY -- 'ILS LOC APCH.' HIS ENGLISH WAS POOR AND WAS HARD TO UNDERSTAND. WE EXECUTED THE ILS 28 APCH AND OVER THE MARKER HE STARTED 'RAISING HELL' ABOUT US NOT FOLLOWING HIS INSTRUCTIONS. FINALLY, WE UNDERSTOOD. HE HAD CLRED US FOR AN ILS 28 LOCATOR APCH. THIS APCH APPEARS AS A FOOTNOTE ON THE APCH, AND HAS A CONFUSING 'DSND IN THE HOLDING PATTERN' INSTRUCTION. AT H00 O'CLOCK IN THE MORNING -- AFTER A X00 FLT -- NONE OF US (3) IN THE COCKPIT COULD UNDERSTAND WHAT HE WANTED, UNTIL WE WERE ON THE GND!
