Narrative:

Instrument training flight conducted in a small aircraft single engine VOR runway 267 tul was executed. Upon going missed approach we were 200 ft above MDA. Tul approach vectored us for ILS runway 18R tul which was conducted as normal approach (both engines operating). Upon missed approach ILS runway 18R tul was requested. Tul approach vectored us for ILS runway 18R tul. Upon intercepting the localizer the student proceeded to track inbound. At GS intercept, the gear was lowered and verified 3 green lights. Left engine was cut by pulling left mixture. Just prior to crossing OM, student went through emergency procedures and secured left engine. At this point, he was given 0 thrust and the gear was still down and locked. I looked outside to maintain contact with my traffic and to monitor the approach from outside visual references. Between the OM and middle marker the student retracted the gear. The approach proceeded and ended with a gear-up landing. The student stated he retracted the gear on the approach. Airplane was performing great and there was no reason for the action he took. The flight conducted was a phase III flight check for multi-engine rating for far 141.

Title: INSTRUCTOR WITH STUDENT ABOARD LANDS GEAR UP.

Narrative: INST TRAINING FLT CONDUCTED IN A SMA SINGLE ENG VOR RWY 267 TUL WAS EXECUTED. UPON GOING MISSED APCH WE WERE 200 FT ABOVE MDA. TUL APCH VECTORED US FOR ILS RWY 18R TUL WHICH WAS CONDUCTED AS NORMAL APCH (BOTH ENGS OPERATING). UPON MISSED APCH ILS RWY 18R TUL WAS REQUESTED. TUL APCH VECTORED US FOR ILS RWY 18R TUL. UPON INTERCEPTING THE LOC THE STUDENT PROCEEDED TO TRACK INBOUND. AT GS INTERCEPT, THE GEAR WAS LOWERED AND VERIFIED 3 GREEN LIGHTS. L ENG WAS CUT BY PULLING L MIXTURE. JUST PRIOR TO XING OM, STUDENT WENT THROUGH EMER PROCS AND SECURED L ENG. AT THIS POINT, HE WAS GIVEN 0 THRUST AND THE GEAR WAS STILL DOWN AND LOCKED. I LOOKED OUTSIDE TO MAINTAIN CONTACT WITH MY TFC AND TO MONITOR THE APCH FROM OUTSIDE VISUAL REFS. BTWN THE OM AND MIDDLE MARKER THE STUDENT RETRACTED THE GEAR. THE APCH PROCEEDED AND ENDED WITH A GEAR-UP LNDG. THE STUDENT STATED HE RETRACTED THE GEAR ON THE APCH. AIRPLANE WAS PERFORMING GREAT AND THERE WAS NO REASON FOR THE ACTION HE TOOK. THE FLT CONDUCTED WAS A PHASE III FLT CHK FOR MULTI-ENG RATING FOR FAR 141.
