Narrative:
I am not submitting this for immunity. The tapes clearly show that this was a controller error. I am submitting this in hopes of improving the system. It was a fairly busy day with numerous arrs as well as a moderate load of planes doing pattern work. I planned to depart at dusk, obtained ATIS, called ground, and was given a clearance to taxi to active runway (24). After runup, pulled up to hold line just as an aircraft was landing. Called local ready for takeoff, given 'taxi into position and hold' clearance, which I read back and executed. On runway, turned strobes (wingtip) on in addition to position and landing lights. Several events then developed that distracted controller. Landing aircraft (that I was waiting to clear runway) missed first turnoff and needed to taxi to end of runway. Local cleared traffic on downwind to land on 'my' runway. An small aircraft 1 and small aircraft 2 both called in 8-10 NM northeast of airport inbound. The controller became preoccupied with making sure these 2 planes idented each other. Once local saw landing aircraft clear runway at end, told him to contact ground control. At this time, I should have been cleared for takeoff, but local immediately went back to attempting to keep the small aircraft 1 and small aircraft 2 separated (no radar at this airport). Traffic that had been previously cleared to land saw me on short final, went around missing me by 50 ft. This aircraft told local that someone, i.e., me, was on runway, which local emphatically denied. I then reminded local that, in fact, I was waiting and was promptly cleared for takeoff. After this episode, I have given considerable thought to what I could have done to prevent this episode and subsequently minimize risk of runway collision. I could have attempted to contact ground (as local control was congested with tower's attempts to identify inbound traffic) to let them know I had been stranded on the runway. Could have kept plane 'cocked' toward approach end to see what was behind me (difficult to do on such a narrow runway). Could have refused position and hold clearance in the first place.

AT THIS TIME, I SHOULD HAVE BEEN CLRED FOR TKOF, BUT LCL IMMEDIATELY WENT BACK TO ATTEMPTING TO KEEP THE SMA 1 AND SMA 2 SEPARATED (NO RADAR AT THIS ARPT). TFC THAT HAD BEEN PREVIOUSLY CLRED TO LAND SAW ME ON SHORT FINAL, WENT AROUND MISSING ME BY 50 FT. THIS ACFT TOLD LCL THAT SOMEONE, I.E., ME, WAS ON RWY, WHICH LCL EMPHATICALLY DENIED. I THEN REMINDED LCL THAT, IN FACT, I WAS WAITING AND WAS PROMPTLY CLRED FOR TKOF. AFTER THIS EPISODE, I HAVE GIVEN CONSIDERABLE THOUGHT TO WHAT I COULD HAVE DONE TO PREVENT THIS EPISODE AND SUBSEQUENTLY MINIMIZE RISK OF RWY COLLISION. I COULD HAVE ATTEMPTED TO CONTACT GND (AS LCL CTL WAS CONGESTED WITH TWR'S ATTEMPTS TO IDENT INBOUND TFC) TO LET THEM KNOW I HAD BEEN STRANDED ON THE RWY.
