Narrative:
The flight had been cleared for a runway 26L pwrplant visual approach. On final approach, we received an RA for an aircraft slightly south of 26L centerline. Tower finally informed us that an small aircraft aircraft towing a banner was at 2100 ft MSL about the time the aircraft passed by our left wingtip at about 2000 ft MSL. It had cleared our final approach course and elected to not take action on the RA. The final approach course was clear. The aircraft was about 1/2 mi off our left wing at our altitude and I feel it could be classified as a near miss. TRACON told us nothing about the traffic and the tower controller was slow in pointing out the traffic. Bad timing if nothing else.

Title: FLC OF LGT ACR ACFT HAD AN ALLEGED CONFLICT WITH SMA BANNER-TOWING ACFT DURING FINAL APCH.
Narrative: THE FLT HAD BEEN CLRED FOR A RWY 26L PWRPLANT VISUAL APCH. ON FINAL APCH, WE RECEIVED AN RA FOR AN ACFT SLIGHTLY S OF 26L CTRLINE. TWR FINALLY INFORMED US THAT AN SMA ACFT TOWING A BANNER WAS AT 2100 FT MSL ABOUT THE TIME THE ACFT PASSED BY OUR L WINGTIP AT ABOUT 2000 FT MSL. IT HAD CLRED OUR FINAL APCH COURSE AND ELECTED TO NOT TAKE ACTION ON THE RA. THE FINAL APCH COURSE WAS CLR. THE ACFT WAS ABOUT 1/2 MI OFF OUR L WING AT OUR ALT AND I FEEL IT COULD BE CLASSIFIED AS A NEAR MISS. TRACON TOLD US NOTHING ABOUT THE TFC AND THE TWR CTLR WAS SLOW IN POINTING OUT THE TFC. BAD TIMING IF NOTHING ELSE.
