Narrative:
A cpr light transport arrived over buj in IMC at a busy time of day. The reporting first officer asked for a 'VOR DME-a' approach to F39, grayson county airport. The controller replied that this approach was 'unassignable' and issued the NDB 17L approach. A discussion followed regarding the word 'unassignable.' this was defined as not being flight checked, the light transport was past the buj VOR at this time on the 320 radial. ARTCC then cleared the light transport to 'maintain 4000 until established on any portion of the NDB approach.' upon reaching VMC, the light transport cancelled its IFR clearance with the same ZFW controller who told the light transport to contact ZFW on the ground. An ARTCC supervisor stated that there was no problem. The controller was upset that the light transport left 4000 ft seemingly without clearance. The reporter feels that clearance was given to leave 4000 ft when the clearance for the approach was given. The reporter included NOTAMS that were issued by a commercial company that plans flts. No mention was made of the VOR DME approach to F39.

Title: A CPR LTT MADE AN NDB APCH. THE CTLR USED NON-STANDARD TERMINOLOGY. THE LTT LEFT ITS ASSIGNED ALT BEFORE THE CTLR THOUGHT IT WAS ALLOWED.
Narrative: A CPR LTT ARRIVED OVER BUJ IN IMC AT A BUSY TIME OF DAY. THE RPTING FO ASKED FOR A 'VOR DME-A' APCH TO F39, GRAYSON COUNTY ARPT. THE CTLR REPLIED THAT THIS APCH WAS 'UNASSIGNABLE' AND ISSUED THE NDB 17L APCH. A DISCUSSION FOLLOWED REGARDING THE WORD 'UNASSIGNABLE.' THIS WAS DEFINED AS NOT BEING FLT CHKED, THE LTT WAS PAST THE BUJ VOR AT THIS TIME ON THE 320 RADIAL. ARTCC THEN CLRED THE LTT TO 'MAINTAIN 4000 UNTIL ESTABLISHED ON ANY PORTION OF THE NDB APCH.' UPON REACHING VMC, THE LTT CANCELLED ITS IFR CLRNC WITH THE SAME ZFW CTLR WHO TOLD THE LTT TO CONTACT ZFW ON THE GND. AN ARTCC SUPVR STATED THAT THERE WAS NO PROBLEM. THE CTLR WAS UPSET THAT THE LTT LEFT 4000 FT SEEMINGLY WITHOUT CLRNC. THE RPTR FEELS THAT CLRNC WAS GIVEN TO LEAVE 4000 FT WHEN THE CLRNC FOR THE APCH WAS GIVEN.
