Narrative:
We took off on runway 13 at laguardia on laguardia 4 departure/whitestone climb. Upon switching to departure control and checking in, the controller responded, 'air carrier X, descend immediately, descend immediately!' at about this time we also got a TCASII caution 'monitor vertical speed.' we were at about 2700 ft MSL, 12 degrees nose up climbing to our assigned altitude of 5000 ft and about to begin a left turn to 040 degrees as per the whitestone climb. The captain pushed the nose over to comply with the controller and 4-5 seconds later we got a TCASII RA of 'climb, climb.' the captain pulled the nose up to comply with TCASII. The departure controller then cleared us to 5000 ft and told us that 'they descended the other guy.' the explanation later given us was that traffic at jfk had 'overshot' and caused the conflict. We were in IMC during the entire evolution. Supplemental information from acn 226454: this all happened in a very short time frame. Very uncomfortable situation for crew and lousy ride for the passenger.

Title: AN LGT, IN THE CLOUDS, RESPONDED TO CONFLICTING COMMANDS FROM TCASII AND TRACON REGARDING ACFT TFC.
Narrative: WE TOOK OFF ON RWY 13 AT LAGUARDIA ON LAGUARDIA 4 DEP/WHITESTONE CLB. UPON SWITCHING TO DEP CTL AND CHKING IN, THE CTLR RESPONDED, 'ACR X, DSND IMMEDIATELY, DSND IMMEDIATELY!' AT ABOUT THIS TIME WE ALSO GOT A TCASII CAUTION 'MONITOR VERT SPD.' WE WERE AT ABOUT 2700 FT MSL, 12 DEGS NOSE UP CLBING TO OUR ASSIGNED ALT OF 5000 FT AND ABOUT TO BEGIN A L TURN TO 040 DEGS AS PER THE WHITESTONE CLB. THE CAPT PUSHED THE NOSE OVER TO COMPLY WITH THE CTLR AND 4-5 SECONDS LATER WE GOT A TCASII RA OF 'CLB, CLB.' THE CAPT PULLED THE NOSE UP TO COMPLY WITH TCASII. THE DEP CTLR THEN CLRED US TO 5000 FT AND TOLD US THAT 'THEY DSNDED THE OTHER GUY.' THE EXPLANATION LATER GIVEN US WAS THAT TFC AT JFK HAD 'OVERSHOT' AND CAUSED THE CONFLICT.
