Narrative:

I was making a visual approach and tower cleared us to land. Our altitude was approximately 400 ft when an aircraft Y that had been holding short of the runway on which we were cleared to land, taxied onto the approach end of the runway. I confirmed the situation with the captain and we both agreed on a go around. During the go around, we informed tower what we were doing. Tower then cleared us to make left traffic. We completed the go around procedure. We were again given landing clearance and the flight concluded normally. Callback conversation with reporter revealed the following information: the reporter stated the aircraft that taxied onto the runway was an air carrier light transport and the aircraft had not been instructed to taxi onto the runway. Reporter's aircraft was landing on the left runway.

Title: ACR X EXECUTED GAR WHEN ACR Y NON ADHERENCE TO ATC CLRNC TAXIED INTO POS ON ACTIVE RWY WITHOUT CLRNC.

Narrative: I WAS MAKING A VISUAL APCH AND TWR CLRED US TO LAND. OUR ALT WAS APPROX 400 FT WHEN AN ACFT Y THAT HAD BEEN HOLDING SHORT OF THE RWY ON WHICH WE WERE CLRED TO LAND, TAXIED ONTO THE APCH END OF THE RWY. I CONFIRMED THE SIT WITH THE CAPT AND WE BOTH AGREED ON A GAR. DURING THE GAR, WE INFORMED TWR WHAT WE WERE DOING. TWR THEN CLRED US TO MAKE L TFC. WE COMPLETED THE GAR PROC. WE WERE AGAIN GIVEN LNDG CLRNC AND THE FLT CONCLUDED NORMALLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE ACFT THAT TAXIED ONTO THE RWY WAS AN ACR LTT AND THE ACFT HAD NOT BEEN INSTRUCTED TO TAXI ONTO THE RWY. RPTR'S ACFT WAS LNDG ON THE L RWY.
