Narrative:
Small aircraft X cae mcn V323 euf mob was in the TRSA overflying. ZTL was providing VFR flight following to small aircraft Y VFR/105. I was working several aircraft into atl when the conflict alert sounded. I then observed small aircraft Y in my airspace, 1 mi away from small aircraft X converging. I immediately issued a traffic alert and advised small aircraft X 'traffic 11-12 O'clock less than a mi converging nwbound, altitude indicates 8000, advise you descend immediately and maintain 7000.' small aircraft X then said traffic insight. I advised my supervisor who called ZTL sinca sector to inquire what happened. ZTL advised there was training in progress and was there a problem? The supervisor informed my supervisor he'd check on it. My supervisor made no entry in the log and apparently neither did ZTL. As per FAA directive, all abnormal sits are required to be put in the log, but there seems to be an attitude of no harm done -- why bother. The ZTL controller providing OJT apparently didn't observe the aircraft descend or the pilot didn't report he was descending.

Title: SMA Y UNAUTH VFR DSCNT INTO TRSA HAD NMAC WITH SMA X. EVASIVE ACTION TAKEN. PLTDEV.
Narrative: SMA X CAE MCN V323 EUF MOB WAS IN THE TRSA OVERFLYING. ZTL WAS PROVIDING VFR FLT FOLLOWING TO SMA Y VFR/105. I WAS WORKING SEVERAL ACFT INTO ATL WHEN THE CONFLICT ALERT SOUNDED. I THEN OBSERVED SMA Y IN MY AIRSPACE, 1 MI AWAY FROM SMA X CONVERGING. I IMMEDIATELY ISSUED A TFC ALERT AND ADVISED SMA X 'TFC 11-12 O'CLOCK LESS THAN A MI CONVERGING NWBOUND, ALT INDICATES 8000, ADVISE YOU DSND IMMEDIATELY AND MAINTAIN 7000.' SMA X THEN SAID TFC INSIGHT. I ADVISED MY SUPVR WHO CALLED ZTL SINCA SECTOR TO INQUIRE WHAT HAPPENED. ZTL ADVISED THERE WAS TRAINING IN PROGRESS AND WAS THERE A PROB?
