Narrative:
I was cleared ofr takeoff on runway 28, I then taxied my airplane into position and lined up on runway 28. 5-10 seconds later, flight was rolling on runway 28 for takeoff. After I was airborne, a few seconds later electrical power to the left instrument flight panel lights failed, leaving the panel in a complete blackout, except for the right panel lights and engine instrument lights. Shortly after, the tower controller notified me that I had taken off from the closed runway. This runway is in the final stage of being completed. I got nervous and my flight became erratic more than before under the circumstances. It is a fact that after I lost instrument panel lights, I also lost directional reference since I was taking off into the ocean. I am convinced that my flight path veered to the left, taking me over the closed runway that is about 50 ft maximum space apart from the runway that is presently being used, runway 28R. I continued flight using the right instrument flight panel as a reference.

Title: INST PANEL LIGHT FAILURE CAUSED PLT TO TURN FROM RWY HDG IMMEDIATELY AFTER TKOF. THIS CAUSED LCL CTLR TO THINK HE HAD TAKEN OFF FROM THE L RWY WHICH IS CLOSED.
Narrative: I WAS CLRED OFR TKOF ON RWY 28, I THEN TAXIED MY AIRPLANE INTO POS AND LINED UP ON RWY 28. 5-10 SECONDS LATER, FLT WAS ROLLING ON RWY 28 FOR TKOF. AFTER I WAS AIRBORNE, A FEW SECONDS LATER ELECTRICAL PWR TO THE L INST FLT PANEL LIGHTS FAILED, LEAVING THE PANEL IN A COMPLETE BLACKOUT, EXCEPT FOR THE R PANEL LIGHTS AND ENG INST LIGHTS. SHORTLY AFTER, THE TWR CTLR NOTIFIED ME THAT I HAD TAKEN OFF FROM THE CLOSED RWY. THIS RWY IS IN THE FINAL STAGE OF BEING COMPLETED. I GOT NERVOUS AND MY FLT BECAME ERRATIC MORE THAN BEFORE UNDER THE CIRCUMSTANCES. IT IS A FACT THAT AFTER I LOST INST PANEL LIGHTS, I ALSO LOST DIRECTIONAL REF SINCE I WAS TAKING OFF INTO THE OCEAN. I AM CONVINCED THAT MY FLT PATH VEERED TO THE L, TAKING ME OVER THE CLOSED RWY THAT IS ABOUT 50 FT MAX SPACE APART FROM THE RWY THAT IS PRESENTLY BEING USED, RWY 28R. I CONTINUED FLT USING THE R INST FLT PANEL AS A REF.
