Narrative:
On arrival to dfw from dayton, oh, on the blue ridge 3 arrival, I was near the hamak intersection buj 230 degree radial/32 DME or approximately 11 mi from dfw on approximately the 030 degree radial when I reacted to a TCASII RA. An aircraft climbing out on departure was leveling-off at 10000 ft. We were at 11000 ft. As the other aircraft approached our altitude our TCASII issued a climb, climb, climb RA. The captain and I were suspicious of the validity of the RA, however, it was night IMC, so I began an autoplt climb until TCASII announced 'monitor vertical speed.' at that time I stopped the climb and began an autoplt descent staying out of the RA/vsi 'stay out of' area, until I leveled off again at 11000 ft. Regional approach made no mention of our altitude deviation, which may have been less than 300 ft. I suggest the captain advise ATC of our compliance with a TCASII RA, but he didn't think it was necessary. The solution to this problem is on the way, in the form of a modification to the TCASII computer program.

AT THAT TIME I STOPPED THE CLB AND BEGAN AN AUTOPLT DSCNT STAYING OUT OF THE RA/VSI 'STAY OUT OF' AREA, UNTIL I LEVELED OFF AGAIN AT 11000 FT. REGIONAL APCH MADE NO MENTION OF OUR ALTDEV, WHICH MAY HAVE BEEN LESS THAN 300 FT. I SUGGEST THE CAPT ADVISE ATC OF OUR COMPLIANCE WITH A TCASII RA, BUT HE DIDN'T THINK IT WAS NECESSARY. THE SOLUTION TO THIS PROBLEM IS ON THE WAY, IN THE FORM OF A MODIFICATION TO THE TCASII COMPUTER PROGRAM.
