Narrative:
Fgt X, a single seat fighter, popped up climbing VFR, requesting IFR, to cof. On initial contact, he was west of orl, eastbound, out of about 14000 ft. A civilian cga Y small transport was sbound on the homey 9 arrival at 17000 ft. As I issued the clearance to fgt, the last item was an altitude assignment. By this time fgt was climbing through 17000 ft about 1 mi west of the cga Y and went to 17500 ft before descending to the lower assigned altitude of 16000 ft. Fgt passed 17000 ft about 1 mi east of the cga Y, descending to 16000 ft. Contributing to the loss was my haste to issue clearance due to close proximity of the sector boundary fgt was approaching and not just calling traffic and keeping fgt VFR. No corrective action was taken. Factors involved were working 1-MAN sector somewhat busy traffic, close boundary, procedures that involved 2 other sectors needing flight plan information before handoff and no time to coordinate.

CONTRIBUTING TO THE LOSS WAS MY HASTE TO ISSUE CLRNC DUE TO CLOSE PROX OF THE SECTOR BOUNDARY FGT WAS APCHING AND NOT JUST CALLING TFC AND KEEPING FGT VFR. NO CORRECTIVE ACTION WAS TAKEN. FACTORS INVOLVED WERE WORKING 1-MAN SECTOR SOMEWHAT BUSY TFC, CLOSE BOUNDARY, PROCS THAT INVOLVED 2 OTHER SECTORS NEEDING FLT PLAN INFO BEFORE HDOF AND NO TIME TO COORDINATE.
